ci: prepare for merge queue and approve Dependabot PRs as a code owner - #463

Run CI, E2E and Licensed on merge_group so the required checks report for queued entries, and detect changed license inputs from the merge group range. Rework the Dependabot workflow to pull_request_target in the auto-approve environment so the supabase-oss token approves non-major updates. An app approval cannot satisfy the code-owner review, so supabase-oss is now a co-owner of the files Dependabot updates.

Merge queue readiness
ci.yml,e2e.yml,licensed.ymlnow also trigger onmerge_group. Recent Dependabot PRs were each approved by the app and then still needed a human approval, since an app review cannot satisfy the org's code-owner requirement.
dependabot.ymlnow usespull_request_targetin theauto-approveenvironment (already present, deploys only frommain) and never checks out PR code. It is gated on the PR author and event sender both beingdependabot[bot], a same-repo head, and non-draft.dependabot/fetch-metadatais unchanged. Thesupabase-osstoken (AUTO_APPROVE_PR_PAT) approves unless the PR is already approved, thengh pr merge --auto --squashruns withGITHUB_TOKEN.@supabase-ossas co-owner of workflows,package.jsonandbun.lock, exceptdependabot.yml, which stays with@supabase/cli.
